February 2011 temperatures will be cooler than average along the coastal Pacific then eastward across the Northern Plains. The south from Texas to Georgia will be warm, as will the Ohio Valley and northeastward into New York and up thru New England. Elsewhere temperatures will be Near seasonal Average.

February 2011 precipitation will be heavier than usual except for the south from California to Texas that will be Near seasonal Average.
