 August 2010 temperatures will be near average for much of the nation. Expect cooler 
                                than usual in a large swath from the far Southwest up and across to New England. August 2010 precipitation will be wetter in the lower Mississippi Valley eastward to 
                                Georgia and northward into the Ohio valley.  Also wetter in Central and Southern Plains.  Rockies west will be dry.  ** All areas have a prediction. There is no default to climatology (EC), i.e. an 
                                equal likelihood of ABOVE AVERAGE, NEAR AVERAGE, and BELOW AVERAGE.**
